Developing and adopting policy are two of the school board's most important roles. Well-written policy improves the chances school districts will comply with federal and state regulations. Good policy also sets a foundation for fair, efficient school governance. Written policy delegates authority to the superintendent, ensures continuity, informs the public of the board's intent, saves time at board meetings and defines the board's positions on important management and operational issues. The KASB policy and legal staffs have the expertise to assist your board in updating and writing sound policies which comply with the law, set forward best-practice rules and contribute to the development of a quality educational program.


The KASB Policy Review Service checks that district policies include recent changes in state and federal laws and regulations; checks to ensure policies have been updated with KASB recommended updates for the past three years; and finds conflicts between personnel policies and negotiated agreements. The contract fee is based on enrollment.

If the review indicates a full policy audit is needed, the price of the review will be deducted from the audit fees.

KASB offers a custom rewrite of a district’s current policy. The audit process involves a review of handbooks and negotiated agreements with employee groups. The district receives a complete policy manual as well as an electronic copy of the customized policies.

The contract fee includes three visits to the district by a KASB staff member with the district paying only mileage and out-of-pocket expenses. Additional visits are at the current consulting fee established by the KASB Board of Directors. The board receives one final paper copy of the recommended policies after the first revision has been edited by the board and staff. A CD or diskette of the updated policies is also available if requested. Additional copies, including a binder and dividers, of the final policy book are available.

The Policy Services staff maintains over 300 recommended policies which comply with Kansas laws and regulations, applicable Federal laws and the elements of best-practice. The legal and policy services staff periodically updates these policies to reflect changes in law, regulations and court decisions. KASB policy recommendations are currently organized into thirteen sections including:
